THE RULE

1.   SHORT TITLE AND EXTENT

These rules may be called the “Recruitment rules for  the Global Tiger Forum Secretariat.”
They shall come into force with effect from 1st January, 2001.

2.  APPOINTING AUTHORITY

a)   For the post of Secretary General, the appointing authority shall be the chairperson
      of the Forum who will take the decision on the recommendation of the Executive
      Committee.

b)  For Professional/Technical staff of the Secretariat, the appointing authority
     shall be the Secretary General who will take decision with the approval of the
     Executive Committee.

c)  For other categories of staff, the appointing authority shall be the Secretary General,
     who will recruit the staff after proper interview and testing on appropriate circulation of  
     the vacancies in tiger range states.


3.  THE NUMBER OF POSTS AND SCALE OF PAY

     The number of posts and scale of pay will be decided by the General Body of the  
     Forum at every meeting on the recommendation of the Executive Committee 
     depending on the functioning of the Global Tiger Forum and its resource position.

4.  TENURE AND RECRUITMENT

     The recruitment will be made by circulating the posts to all tiger range countries and
     putting the requirements in web-site. The tenure of appointment will be initially for one
     year and could be extended periodically depending on performance appraisal of the
     incumbent, requirements and continuation of the post in the organization, and its 
     financial position.

5.  EMOLUMENTS

    The pay will be given on consolidated basis.

    The current consolidated emoluments will be as follows, which will be effective
    from the day the recruitment rules comes into force.

   

  







The emoluments will be subjected to review by the Forum with the progress of GTF and  its financial position.

6.  OTHER CONDITIONS

     The employees would get 30 days annual leave, 10 days casual leave and 15 half days
     medical leave a year which can be computed to 8 full days of medical leave.

7. TERMINATION OF SERVICE

Within the period of one year of contract appointment, an employee’s service could be terminated on following grounds:

a)   Winding up of the organisation.

b)   The particular post being not found relevant for continuation.

c)   Unsatisfactory performance of the incumbent based on record.

A notice of minimum of one-month period shall be required for such termination, failing which proportionate pay for the period by which the notice falls short of 30 days has to be paid.

8.   METHOD OF RECRUITMENT, AGE LIMIT AND OTHER QUALIFICATIONS

A.   SECRETARY GENERAL

Qualification

a.  Essential

(i) Post Graduate degree in forestry/Ecology/Environmental Science/Management with minimum experience on wildlife management and administration for atleast 15 years.

(ii). Experience in hand on tiger conservation work as well as knowledge in policies and programmes of tiger conservation. 

b. Desirable:

(i) Wide international exposure with knowledge of running of international secretariat.

(ii) Good bearing and contacts to carry government, non-government organisation and donor agencies with him with the ability to promote the cause of tiger conservation at every level including fund raising.

c.  Method of Recruitment:

    The post will be notified to all tiger range countries to get names and best person will be
    appointed by a committee appointed at the direction of the Chairperson/Chairman of  
    the Executive Committee.

    Age: 45 to 52 years in case of regular incumbent, which can be extended upto 65 years
    in case of retired persons.

B.  PROJECT OFFICER

      Qualification

a.   Essential

(i) Graduate/Diploma in Forestry/Ecology/Environmental Science/Management.

(ii). Minimum of 8 years experience in field management of wildlife and bio-diversity.

(iii). Minimum 3 years of experience in dealing with specific projects including its formulation and implementation.

b.  Desirable:

     Experience in handling international aid projects and some exposure on global
     conservation issues.

c.  Method of Recruitment:

The post will be notified to all tiger range countries and the best person recruited after interview by a committee to be appointed at the direction of the Chairman of the Executive Committee.

Age : 30 to 45 years in case of regular recruits, which can be extended up to 65 years in case of retired person.

C.  ACCOUNTANT

     Qualification

a.  Essential:

(i) Graduate in Commerce/Banking/Business Management/Administration.
(ii) atleast 5 years relevant work experience.

b.  Desirable:

Affiliation with any recognised accounts institution.

c.  Method of Recruitment :

The post will be circulated to all tiger range countries and the names received will be short-listed by the Secretary General and there after the Secretary General will appoint the best person available on the basis of interview.

Age : between 25 to 45 years for regular recruits, which can be extended up to 65 years in case of retired person.

D.  COMPUTER OPERATOR-CUM-TYPIST

      Qualification

a.  Essential:

(i) Higher Secondary or equivalent passed (ii) Diploma in computer application in atleast one month training course.

b.  Desirable:

Preference will be given to candidates having good programming knowledge and stenography proficiency with alteast 60 words per minute.

c.  Method of Recruitment :

The post will be circulated to all tiger range countries and the names received will be short-listed by the Secretary General and thereafter the Secretary General will appoint the best person available on the basis of interview.

Age : 20 to 35 years.

E.  PRIVATE SECRETARY-CUM-STENOGRAPHER

     Qualification

a.  Essential:

(i) Graduate in Arts or Science
(ii). Stenography with 100 w.p.m.
(iii) Proficiency in handling personal computer.

b  .Desirable

Capable of dealing with foreign dignitaries in person as well as over telephone.

c.  Method of Recruitment :

The post will be circulated to all tiger range countries and the names received will be short-listed by the Secretary General and there after the Secretary General will appoint the best person available on the basis of interview.

Age: 25 to 35 years.

F.  Group ‘D’ Staff

     Qualification

a.  Essential:

10th Standard passed with basic knowledge of reading and writing English.

b.  Desirable:

Conversant with main contact addresses and ability to do odd outdoor jobs.

c.  Method of Recruitment :

The post will be circulated to all tiger range countries and the names received will be short-listed by the Secretary General and there after the Secretary General will appoint the best person available on the basis of interview.

Age: 25 to 30 years.
